HUD Funding Opportunities through the City of Roanoke

The City is hosting a public meeting on Wednesday, November 29, 2023, 2 p.m. – 4 p.m. for organizations interested in Community Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME), and Emergency Solutions Grant (ESG) programs for eligible activities. The meeting will serve as both a public meeting on the 2024 HUD Annual Plan and a “How to Apply” workshop. Please note: this meeting is mandatory for any agency or group intending to submit an application for HUD funds.

2024 HUD Annual Plan Information: The city will be advertising a 30-day comment period from November 30th – December 29th to receive public comments on the use of HUD funds and the development of our 2024 HUD Annual Plan. The city will conduct direct consultation with public and private agencies that provide assistance with housing, health services, social services, and fair housing services (including those focusing on services to children, elderly persons, persons with disabilities, persons with HIV/AIDS, and their families, and homeless persons). Additionally, the Roanoke Redevelopment and Housing Authority (RRHA) will be consulted on the formulation of the plan. Residents of public housing and assisted housing developments will be encouraged to participate along with other low-income residents of the City’s Neighborhood Revitalization Strategy Areas. The 2024 HUD Annual Plan will continue to focus a majority of non-administrative CDBG and HOME funds into the Belmont/Fallon Target Area, per City Council’s Policy on Use of HUD Funds. Fund-funded programs generally fall into categories of Housing Development, Neighborhood Development, Economic Development, Public Services, and Homeless Services.

2024 How to Apply Information: The “how to apply” portion of this meeting will provide an opportunity to learn more about our entitlement funds, how to meet HUD National Objectives and eligibility, and how to navigate our online application process using ZoomGrants software. Reminder: this will be a mandatory workshop for any agency or group intending to submit an application for HUD funds. Applications will be open on November 30, 2023, and must be submitted by Friday, January 12, 2024. A final determination of funding will be made by City Council effective with the fiscal year beginning July 1, 2024. Please forward this email to anyone in your organization that may be interested in attending this meeting and responsible for grant writing or programming. At least one representative from any organization intending to submit an application(s) must attend the workshop on November 29. Community Resources staff will conduct the meeting and workshop and be available for technical assistance and consultation on program eligibility during the application process.
